Northeast Shores Development Corporation, recognizing the need for change in the Lake Shore Boulevard neighborhood, asked the Urban Design Center of Northeast Ohio to assist in preparing a revitalization strategy for the area, with a particular focus on revitalization of the commercial uses along the Boulevard. The object of this study was to prepare a "vision plan" that will encourage commercial development and support additional residential growth and recreation uses. |

The following action list presents a scenario for implementation divided into three phases:

1. Change zoning of trailer-home area from retail use to single family 2. Secure and weatherize Humphrey Mansion 3. Acquire "Big Lots" site and designate for future recreation center 4. Reorganize the parking area and upgrade the landscaping around the CMHA Euclid Beach Villa housing |

Short-term actions (2004-2005) 5. Consolidate five-blocks of CMHA Lakeshore Village housing into three blocks. Demolish the two western blocks. 6. Construct the road connecting Lake Shore Boulevard to ManorCare Lakeshore Nursing Care Center. |

7. Add new retail building to the West of Dave's Supermarket. 8. Relocate residents from the remaining CMHA Lakeshore Village housing into available property on or in the vicinity of East 156th Street. 9. Reconstruct and extend fishing pier. 10. Acquire and reassemble the Euclid Beach Amusement Park Carousel, housing it in a new building on its original site within the Park. 11. Create a new gateway to the State Park and a new access road to the carousel. 12. Redevelop and expand the "Big Lots" building for the Community Recreation Center. |

14. Reconfigure trailer-park site with setback from the Lakefront to improve the connection between Euclid Beach Park and Villa Angela Park. Extend the new access road to link with existing road in Villa Angela Park OR redevelop trailer park site for single-family housing. 15. Demolish existing retail block south of Lake Shore Boulevard and construct new retail/mixed use buildings up to the right-of-way line. |
